RPM range for Briggs & Stratton 223 ?

I’m trying to find what the acceptable rpm range for the B&S 223 engine. This is on my Toro Timemaster mower. It’s this engine

I cannot find what the rpm range is. I want to set it at the highest optimal and acceptable range that’s not going to be harmful to the engine.

The governed rpm has do do with safe blade speed.

Max safe rpm IIRC is around 3,600 rpms. It varies slightly with the blade size. There's a chart floating around the www. which might be helpful if you can find it. As wpod stated it is governed.
