Hey I am no great player or anything so take what I say with a grain of salt. Also hope I am not coming off like a know it all or anything? Just trying to help not be a pest. Might be worth it for you to get some doubloons, swap some Capt's around so your better Capt's are on your better ships, and then redistribute their points to optimize them for that ship and the ones to come you will transfer them to. It will make your life so much easier having a better Capt in your higher up ships.
FWIW this is what I would put on a 10 point T6 BB Capt with either the intention to move that Capt up the line as I go or if I am keeping the ship long term and will play it a lot( and already have another Capt with a lot of points I can move up ).

At point 11 I add Incoming Fire Alert as it helps me a lot. From there it is use the points as you see fit up to 19( which will take FOREVER to get to ). I never bothered with BFT/AFT until I got to T7 BB's being 100% honest so this is a case of do as I suggest and not as I did.
When I got to GNEISENAU and NAGATO I decided to go with a Secondary Build( Secondary Battery Mod 2 in the ship's Upgrade Slot 2 ). I redistributed the points on the Capt's at that point and added BFT/AFT to enhance them. Good lord what a difference. Now any ship within 7.2km of either of them starts getting pelted. It is great for DD/CL's trying to get in close for torps. The secondary's can also finish off badly hurt ships while you shoot at other ships with the main guns or while waiting for them to reload. The AA is also noticeably better even without the AA upgrade in slot 2. I went with an AA Build on my COLORADO and BFT/AFT really helps the AA a lot while giving a modest boost to the secondary's. Once my eyes were opened up to BFT/AFT, I reset the skills on my T6 USN and KM BB Capt's that didn't have them and have seen very noticeable improvements with their secondary guns and AA. Even if you upgrade the main gun accuracy instead of going for a Secondary or AA Build BFT/AFT will still help.
You will definitely want a minimum 10 point Capt with BFT/AFT when you reach the BISMARCK. IMO you will want to go for the Secondary Build using SBM2 in Upgrade Slot 2 as well. BISMARCK has absolutely sick secondary's. Look at what adding SBM2, then a Capt with BFT/AFT, and then a secondary flag will do for you( going to make you

I mean dang, the BISMARCK secondary's if you go with a Secondary Build, have a Capt with BFT/AFT, and you throw a Mike Yankee Soxisix Flag on have more range than a stock T3 IJN BB KAWACHI and almost can reach out to the T3 KM BB NASSAU's stock main gun range of 10.8km. It is INSANE!
