We have oil heat with an outside tank. The last time the tempt dropped into the double digit negatives the fuel line froze up where it passes through the block foundation wall. The fuel in the filter looked fine so I know it didn't gel up, must have had moisture in the line. I was outside with a propane torch on the fuel line for a while to get it to thaw enough to start working again.-14F here next Monday. Things start to really suck when you get into double digit negatives.

Angled, hinged lift up top with good brace for when they come and fill up. I can't remember if I was running 50/50 blend or straight kerosene that winter.

When it got really cold he had an old school filament 60 watt light bulb he would leave on as it made enough heat to keep things free. His feed line came from bottom of tank but was enclosed in his "shed". Some people also do the de-icing cables just run along the fuel line with some insulation on top. Plug in as needed.
Is your fill port easy access to get a stick or something longer straight in to tank? Put some water indicating paste on end of stick to see if water is still there. It happens from condensation with the outside tank.
I use Fuel Right from local plumbing supply by my job (Patriot Supply). Amazon says can't ship to me so you might need to find local plumbing supply or hit their website. Their website says no issue shipping. I use the regular diesel and fuel treatment not the winter. They may recommend different if you call. I add 6 ounces each time I get fuel which varies from 200-400 gallons. I get the 24 ounce bottle and just mark the bottle. It got rid of the 1.5-2" of water I had in bottom in like 2 deliveries. It mixed in the water so it got burned up. I just use it now to maintain and check 1x per year with the stick and water paste.
use number 1 fuel oil and some Schaeffer's burn Kleen fuel oil additive, and change the in-line filter cartridge,,,heat tape on fuel line can help also.I'll have to see if I can get the fuel right stuff. Right now there's a bunch of snow around the bottom so it should help insulate a bit. If we were going to stick with fuel oil long term, I'd have the oil company vacuum the bottom of the tank.
I can get someting in the fill port, I've drawn out kerosene before for the portable heater.
