In regards to 1-child policy, methinks they've realised that they screwed up big time after some 36 years of artificially imposing control over the situation, and as the labour force gets old and many reaching retiring age (with no fresh blood to replenish their work force), they are facing a double-whammy.
While I do not dispute their original intentions to try to keep their exploding population in-check (thus the policy), fact is, most ancient oriental cultures (incl. East Indians, etc.), favours male over females, and when such policy imposed onto the population, the population responded by skewing the population growth with male childs than female (abortion, killing involved).
Now, they realised that it's a bit too late to steer back the boat, as the prominent effect can be seen now: less female in their society for marriage; compounded with most metro cities young families refusal to have kids (which deems normal in a highly educated people in a high standards of living environment).This can also be detected/seen in Japan where their rapidly aging population and lack of fresh replenishment (new young families refused to bear child or have very few).
It's just another fine example of authoritarian state thinking that they can control everything (not!), and ended up making a mess:
