Good grief, five pages of angst over a used car, that OP didn't even identify (unless I skimmed too fast).

Whatever it is, it's just a car. Buying a car should take about fifteen minutes.I've had a used car business, and I can assure you that, whatever it is, on the books it's just another piece of steel or aluminum costing money to have hanging around. They're ALL commodity items.

Politely advise the dealer what you're willing to pay, and if they don't accept it or make a reasonable counter, then just leave. Leave your phone number if you want.

Start placing advertisements that you want to buy whatever it is you're looking for. Let people come to you.
 
I belive a good system would be a blind reverse auction.

Broker gets a buyer.

Broker asks 4 nearest dealers for their best price. Buyer picks best price.

Can do it yourself, but dealers won't pay individuals much heed.
