NY ending Clean Pass for HOV

I saw overhead signs driving home today that the clean pass is ending for HOV. I know many people that bough their hybrids or full EV so they could use HOV even as single occupancy. The DOT link https://www.dot.ny.gov/programs/clean-pass

I remember when they let hybrids use the HOV Lanes, aka Computer Lanes, here. I always thought that was wrong. It was always about 2 or more occupants. And yes, the executives bought hybrids just so they could use the lane. I say get rid of them all.
 
Yeah, someone in my family circle was informed months back and she purposely bought a Hybrid (mostly) for that benefit.
Im glad to see it gone, completely unfair to change an HOV lane to only 1 person in a car for a select group of vehicles.

This is affecting other states. However, I posted elsewhere that the California Highway Patrol has announced a 60-day grace period although they might still stop someone and give out a warning. I looked up the law, and it's actually a mandatory grace period and I suppose applies to any law enforcement agency that can issue citations. But even then being stopped for a warning kind of defeats the purpose of being in an HOV lane.

(j) This section shall become inoperative on the date the federal authorization pursuant to Section 166 of Title 23 of the United States Code expires, or the date the Secretary of State receives the notice described in subdivision (i), whichever occurs first.​
(k) If this section becomes inoperative pursuant to subdivision (j) the driver of a vehicle with an otherwise valid decal, label, or other identifier issued pursuant to this section shall not be cited for a violation of Section 21655.9 within 60 days of the date that this section becomes inoperative.​
