You're still getting PEA but they don't call it by a trade name, but most generic unbranded gas is likely not got a top tier level of detergent in it, only EPA minimum while branded top tier fuel will have above the EPA minimum.
Not all detergent additives contain PEA. I've even heard some claims that most don't. EPA and Top Tier testing procedures are solely about performance, and not about chemical content. Here's a patent for detergent additive technology that uses a "Mannich reaction" detergent.

Now there are all sorts of variables. Afton Chemical refers to many of its detergent additives as "scalable", where they can be used at an EPA minimum required standard up to a higher concentration to meet Top Tier requirements.
