Need generac mechanic advice

I put a generac v twin in my mower, When at full throttle it runs at 3450 rpm and under load about 200 less. I know that dixie chopper uses this motor and runs it at 3500 under load. I took the cleaner box off and noticed the spring on the throttle governor arm is set at the lowest position. I adjusted it up 2 holes and the idle increase, but the spring is really loose unless under load. Wondering if I need a shorter spring, or is there another way to increase the rpms under load.

I have an older generac generator And it has a adjusting screw that I can adjust the high speed with. look closer at yours?

for laughs, i "test drove" a dixie flopper with a generac engine a couple of weeks ago, and it was throwing a contious blue flame out the muffler. ive gotta say theres obviously a good reason why nearly no mower makers are using these engines
