For me, 99@23um or 95@20um won't/wouldn't influence my purchase decision. Both are good imo. Been using the Napa Gold/(wix) 95%@20 um, for many years now and been happy with post use results. Constuction has been quite good, and that's important.
As for who's making what, as long as I can identify manufacturer really making the filter, I will. The Wix US factory is in one location, Purolator US in another. While Wix internals have been making changes recently more closely resembling Purolator, there are still tell tail signs like baseplate design and date code which distinguish manufacturer. That could change at some point, but anecdotes posted here haven't reached that point, at least to my eye.
