At the dealer I worked at they had a big tank( like gas stations have for gas but obviously not as big )out in the compressor addition. No tags or info on it other than a bulk oil and flammable/hazardous material sticker. As a customer you would not have been alllowed in there for safety reasons and it was enclosed at the rear of the bldg so you couldn't see it.
All the mechanic stations had hoses with a spigot they could draw from( once I set the amount and turned it on from Parts ). It wasn't always the same brand of oil but at least it was always the same weight( 10W-30 ). Sometimes it was Kendall, sometimes Amalie, sometimes it was a no name( just told "bulk" ). Once a month or so the diustributor came down with a tanker and topped us off. We never knew what brand unless we asked.
i'm tellin you guys... free may be free, but as far as i'm concerned, $1 to $3 per quart of synthetic is close enough to free, and its WORLDS apart. you guys down in the states constantly have the opportunity to purchase and stock up on at that price... so COME ON!
