Could be if it was near salt water, especially if it was driven on beaches. Those trucks aren't known for rust problems, but it happens on anything where it's allowed to happen. That damage is typical for something that got driven in winter a lot and not properly/regularly treated and cleaned. With regular care to prevent the rust, that would have still been a really nice Silverado.
Rust is definitely your #1 concern with older trucks in any place that sees a fair amount of salt. Northern VA isn't as hard on vehicles as a lot of places, but there's still plenty of salt on the roads in winter. When checking out trucks, start at the back of the frame...rust will be worst there and is easy to see. Spring shackles can be replaced if the rust is isolated to those, but if the frame itself is rough, pass. Check shock mounts and brake lines for rot too.
