This is a ymmv deal but I saw this at the Lowe's by my house today. I passed on it because I have a similar version in a briefcase type carry case already.

That specific 227 piece Kobalt tool set is a "special package" deal that is offered every year for $99 during Lowe's Black Friday sale thru New Year's or until they run out of stock. I'm certain what you saw in your store is one of the leftover inventory that did not sell during the holiday season. With that said, it is certainly an excellent buy any time of the year. I find their upright toolbox case with drawers more convenient to use and store, but others may prefer the suitcase design.
