Yes Costco contracts with suppliers with their own set of standards. They usually aren't the exact same as the name product but very close or even better. Some examples are Kirkland premium vodka is made at the Grey Goose distillery. Their bourbon used to be Knob Creek taken out of the barrels 2 years early. They strive to provide 1 or more benefits to their members."Delo" isn't a formulation any more than Rotella or Delvac. Those are marketing names for product lines. Delo markets lubes, grease, coolants, etc ...

It is possible that the Kirkland 15w-40 is the same as Delo 15w-40, but which one? There's more than one, after all. Or maybe it's not. It depends on the formulation agreed to in the contract between the two companies. Kirkland could be a unique formulation.

Currently have the Delvac Extreme 15w-40 in the truck now. I've run T6 for almost 10k before. Although since I'm no longer going down to your great state of TX for the winter I'm no longer putting on any miles on the truck but intend to drive it for the summer at least. Maybe I can get 5k out of the Delvac in a couple years. Here's my history of UOA...How long do you run the Delvac?

The above is almost identical to the Petro-Canada Duron additive package which is printed in several languages on a tear-off booklet on the side of their pails and jugs.Seems to be close to what the outgoing WD oil was, if so.
