If I’m reading it right, 10% VOC brake cleaner is already the law in CA, NY & OH. It’s readily available and reasonably priced.

(edit - Mod) …. At Menards, FVP brand 10% VOC Brake Cleaner is a whopping $3.10 per 15 oz. can. Same price as 45% VOC and Chlorinated. I think we’ll all survive.

Menards had that FPV on sale a couple months ago. I got two cases. For being non chlorinated sure smelled like carbon tetrachloride.
 
The low VOC brake cleaners are not, IMO, as effective. They work, but not as well as other higher-volatility products.
But, ya gotta use what you can get.
 
I skimmed the Reg. It looks like a California style ban on Volatile Organic Compounds (VOC’s). That will knock out chlorinated brake cleaner.
I see CRC changed their labeling to say “ less than 10% VOC” .
