According to the data sheet, it’s mostly odorless kerosene and 1-5% MTBE. Basically snake oil.
Is that good or bad?

Bad, it's carcinogenic.
I recall my fuel mileage dropping when MTBE was removed from gasoline decades ago. Maybe another way for big oil to sell more gasoline? Just fund a study that say a product that increases fuel economy is bad, remove it from production, and sell more gasoline.

And humans can detect it as an unpleasant taste at 5 parts per BILLION in water.

MTBE is not a known carcinogen. Large quantities can make someone sick, but small amounts aren't particularly toxic and don't build up in the human body. Obviously deliberately inhaling vapors isn't healthy, but normal amounts aren't harmful. The big issue is that contamination of water sources results in a foul taste.
Can MTBE cause cancer?
The U.S. Department of Health and Human Services (DHHS) has not classified MTBE’s cancer-causing risk in humans.
The U.S. Environmental Protection Agency (EPA) has not classified MTBE’s cancer-causing risk in humans.
The International Agency for Research on Cancer (IARC) has determined that MTBE is not classifiable as to its ability to cause cancer in humans.
Apparently MTBE used to be approved to dissolve/remove gallstones.
Doubtful, old 90-era high octane Euro bensin (GAS) had up to 7% MTBE.

Probably better of spending 10dollars on Premium or E85. Will at least make your car go further.
