Exactly. But a key point is being missed here.

In the vendor agreement, VISA et al only allow a charge to their system, once a product is shown to be in-stock and is ready to ship.

By sending that email, they can charge you the money NOW. On-line inventory makes that possible.

Yes, a lot of on-line vendors violate(d) the rules. Back when computer parts were purchased from places other than Amazon and NewEgg, usually small specialty shops spread across the US, many a time I got charged for an item that ended up backordered. The last time was 6-8 years ago and you better believe I complained to Visa about it. That shop no longer exists.
