XL and OE are group III base stock, if you look at their product data sheets you will see that the numbers are almost identical between the two except XL has a higher TBN than OE which would explain the 10k OCI for XL...though some manufacturer's recommended OCI's are 10k so in theory the OE would be suitable for 10k in these cases.
