Well that explains it...third time in 10 years that this happened. First was a tree, then the tree again and now the spinning blades. Then the idiot neighbor fenced the node in his yard for whatever reason. Changing providers to a local ISP who actually doesn't outsource their customer service. We had RCN which is now Astound and will be going to back to SECTV since they have their lines in the street.

Walking around my neighborhood, I see (internet ?) cables exposed at several houses.
My next-door neighbor has eight inches of cable exposed.
Why does the installer do that, and why do homeowners accept it ?

When I had fiber-optic put in, the installer leaves the cable on the lawn for another person to bury.
I buried it myself at least six inches deep - from the box to the house. .... NOTHING EXPOSED

Sounds like bad/not-my-job installers. We just had a new fiber line put in at work and they trenched it from the dmarc to the mpoe.

My neighborhood specifically has had multiple contractors over the last 40 years in various stages of development. You can tell when & who did I good job.
