How to sync old android phone contacts with google

I just got a Samsung Galaxy S4 and the old contacts on my previous phone were transferred to the new one as phone contacts, not Google contacts. I've been trying for the last 5 hours to get all my old contacts synced with Google but they won't! Everywhere I look, it says there should be an option to "merge with Google" in the contact settings, but that option isn't listed in my phone. And I can't do it individually with each conact; it's like they are locked only to the phone. This is beyond frustrating. Why the %^%%$%$%#^&#@! is Google such a PITA to use???????????

If you find a simple answer, short of exporting your contacts and then importing them in Google, let me know. Android Contacts I still have not found a way to make Google my default contacts storage location. It's going to take a while to remember to set each new contact added as a Google contact.

It doesn't work. Old contacts saved in the phone memory will not sync with Google.
