But this is never enforced and only applies to when vehicle is purchased new. In Northern VA, the roads and parking space is very small so the aren't many jacked truck/suv. However, going toward Stafford, Fredericksburg, or even further down south they are every where.

I also notice these folks don't really go any where per se. They just drive around and call that a outing or cheapo vacation. That is probably because they know they can't really park it.

No they aren't. I go to Fredericksburg on a regular basis and don't see any more jacked up trucks there than I do here.

Don't forget--unlike MD, the safety inspection in VA is done every year, not just when the car is sold. Vehicles that do not meet the bumper height requirements can be failed.
