So has Georgia found some way to reduce its road maintenance budget by 16.5%?

A feel good populist gesture that will make little economic difference to Georgians while inevitably resulting in more deferred road maintenance.
I also wonder how much of this tax reduction will be passed down to drivers as opposed to being captured by fuel sellers?

Exactly, especially vendors close to the state border taking advantage of the arbitrage with neighbor pricing.

Your not wrong, but when the fed keeps giving "payroll tax holidays" and stops funding social security people cheer.

Fuel taxes are a direct tax on the working poor. For wealthy a few more dollars in gas is meaningless. For the welfare crowd they can walk the corner for their pot. It can mean a lot to working familiies - its only for 60 days.

Maybe fund roads by cutting welfare?
