Fram ultra XG9688 no gasket?

Finally getting around to doing an oil change on my wife's 2013 Hyundai Sonata....got some m1 0w30 AFE and a Fram ultra xg9688.... pulled it out of the package and it has no o ring on it? Not in the box either. It also looks like some drips of moisture in the bottom (see pic). It looks like someone returned it after finding out it was the wrong one maybe? O ring is still stuck to their car? It's also wet and oily on the opening near the threads. I'm almost certain someone returned it and they just taped it up (Canadian Tire).

That is why I always open the box of an Oil Filter before I buy it. Even if it is taped shut, I open it up and do a check. I do not want to name the store where I was at, LOL, but a person that worked at this store said you cannot do that, I said, really, how many years will I get Locked up for opening it up.
 
Usually those Fram boxes will have a round clear sticker over the opening to prevent the box from being opened.
 
I know it's not optimal but, if you're currently running a 9688, just swap the gasket onto the new filter.
I immediately considered that...and I'm sure it would be fine. But the fact that I can tell someone did put it on their vehicle (presumably the wrong vehicle) I just don't feel comfortable putting it on. Who knows if it was contaminated or threads messed up (though they looked ok). I can get a replacement in the morning and let it drain extra long overnight.

I can't remember about the previous ones I bought but this one had a piece of tape but it was nothing special and likely put on at the Canadian Tire store after being returned.
 
Always open the box and inspect the filter, before buying.
I guess I should have, but it was taped shut and that's why I didn't.
On closer inspection the threads are screwed, so someone messed up or it was the wrong application and they returned a destroyed filter.

Yeah I'd probably tell him okay you open it up for me and let me look, or guarantee me that you never put them back on the shelf if they get returned.

If I'm serious about buying the filter, I'll take a very thin razor blade and slide it through the parting surfaces where the sticker is covering. The way I do it, you can't even tell the seal has been cut.
 
FYI, there might be a shortage of fram 9688 filters. They had none left in stock, in ultra, tough guard, or the motomaster (Canadian Tire branded fram built) filters so I ended up exchanging it for a Castrol which is luckily on sale. No idea who makes it but it's labeled as an extended drain filter.
