A lot of them no longer bother to get a license. Steal some tags and good to go.

Woodward is far too congested to make a left lane law practical.
Although the left lane campers are a pain I think the aggressive drivers are way more of a hazard. Of course I have towed a 36ft trailer through Atlanta dozens of times so nothing would shock me.

We could make some of the most onerous driving tests, both written as well as showing the ability to drive. Yes, everyone given a license will need to fully understand every rule that exists when they take the test. They will be a very good driver when they show that they can actually drive on the road while obeying every rule that exists on the day of their test.
But lots of entitled drivers in the US are gonna do what they want to do when they want to do without a whole lot of enforcement. Just the way it is in the US. A very old tale is that in Europe hundreds of years ago two types of people existed: rules followers on one side and rebels on the other. The rebels were all sent to the US where all of their descendents are out still rebelling away.
