I don't always agree with this. What determines "harm"? A bite? How bad a bite? What if some moron gets his butt chewed off because he ignores a private property/dog warning sign?
What if you have a dog that bites blacks (seen it, not being racist here) and a black guy reaches to pet your dog (without asking) and gets a nasty bite on the hand? Should the dog be destroyed for any of these reasons? I don't believe so, but the owner does certainly have some responsibility.

Sorry for your problems. Obviously, the whole issue is getting blown out of proportion, with no one willing to back down. It's not the dogs' fault. Dogs do bark. They just shouldn't do so constantly and to the point where the neighbors are going nuts! Unfortunately, your neighbor is focusing on what he wants and not what is best to amicably resolve the problem. I don't recall your post saying anything about demanding that they get rid of the dogs, just produce some peace and quiet.
Leave the dogs out of the retribution. Focus on your "neighbors."
 
I can sympathize about the barking dog thing. Nobody in the world loves dogs more than I, but I will agree that a barking dog is a real problem. In another house I owned, every single time I went into my large backyard, the neighbors dog would start barking and not stop until I went inside. Drove me insane with anger....towards the idiot owner. Yes, the dog made me upset, but rationally I reasoned that it's the owners fault for not shutting his dog up. All he had to do was put the dog into his garage while he was gone. Some people are just rude, moronic, and mentally lacking. My new neighborhood has the loose cat problem. At least two of them roam my yard at night, crapping wherever they please. I'm going to contact the homeowners association about it soon and see if anything will be done about it.
 
Any problems you have with other peoples animals are strictly the owners fault. We lived in a townhouse and have a large dog, we had enough yard and were right next to a large park and wooded area for even more play room. He does not bark, listens well and my current neighbors have volunteered compliments about how he will come right to their property line but not set one foot over it. Yes he gets exited when people come over but if we call him he stays by us instead of greeting his guests. He doesn't even mind other dogs, we can take him for a walk and some other dog is 10ft. away chained up barking it's head off and he won't look up. I am not a nazi with him either he just get attention and is expected to obey commands. The rest just comes from his experiance with us and learning his bounadaries, most of the time a look or a snap of my fingers will get him to do whatever I wish because he knows what command will follow.
We have a cat too highly affectionate, playful, and large the box of crap in the house is discusting but he came with the wife so I guess I will stick it out for another 10 years till he kicks over.

I had the same problem with 2 different neighors' dog. My solution:

I bought a small battery operated radio. Set it to a talk radio show. Turn it on and leave it on in my back yard when I go to work at 5am. They don't leave the dog outside much anymore.
 
a safe and effective means of dealing with noisey dogs AND cats is a small squirt/water pistol with dilute ammonia (NEVER full strength, all it needs to do is smell a bit it will be very strong to an animal).

A few blasts anywhere near the offender's nose will get the message across quickly, humanely and permanently.

also a rag sprayed with full strength ammonia and placed inside a sealed garbage bag or can will quickly runoff any "nosey" critters: dogs, cats, raccoons, etc.

Likely you will be flamed for that answer. The highly protective dog guide school I volunteer for, suggests vinegar or lemon juice rather than ammonia in SMALL amounts. I have been flamed else where for suggesting that. Yeah, don't take the dog to a picnic less some kid spills lemonade in its face? To meet some training objectives, something negative has to happen sometimes. For some dogs, it must be more negative than others. A successful dog guide must be strong willed to stay on task around distractions. Strong willed dogs can be difficult to handle.
 
I see 2 sections of solid fencing has appeared barring the dog's vision from seeing us. It only took 3 years for them to get a handle on their dog activities. For a long time, we asked if they could do something to block the dogs view and got nothing but stupid answers and arguments. They would prefer a big open lawn when a thick wooded area would completely insolate one house from another. Somthing that simple should not take 3+ years of complaining, the loss of our yard and ability to even open windows, bitching at township meetings and a lawyer. Since we moved here 5 years ago, they increased the number of dogs and brought them closer to us. Now they have finally withdrawn their extended dogs runs and shielded the dogs view. They still have to reply in writing to the Zoning Officer to the number of dogs issue. Ordinance says 5+ dogs used for profit must get a special licence. He was trying to assert that only SOME of the dogs even count, because the neutered ones cannot be used for breeding. Yeah, that will fly at the hearing. Do you guys want to make a guess if this guy will be elected for Twp Supervisor? My wife says she hopes so because we can go to meetings and hammer him further. I might ambush him with my airhorn as he exits the meeting next month. Tell me, are *WE* the people you want to mess with? I'm consdering a car alarm...a "cheap" one that goes off..at a dog bark.

Get a good audio recording of the yappers many camcorders have recording ability with decent audio, then set up an amp and loudspeaker pointed at their house.
Playback at an apropriate time (midnight is fine) it doesn't have to be very loud as the yappers will hear themselves and go nuts yapping inside of their house.
A taste of their own medicine.
 
Some people are better off with fish.
I like the foghorn idea.
Failing that, you should be able to call the cops about them disturbing the peace.
Failing that, I'd make some recordings and file suit at the magistrate.
Lastly, it ain't the dog's fault his owners are (expletive deleted). You don't know if he's got seperation anxiety, being mistreated, crated all the time, or whatever. My greyhound group recently repossessed a dog that was being crated 22 hours a day, fed 6 cups once a day, and the people were ****** that the dog had diarrhea all the time. Duh!

actually those ideas were given in a local paper and authored by a local ASPCA (or something like that)rep about 20 years ago. We never used the squirt gun trick (never needed it) but the rag in the trash bag ended a nightly foray thru our trash bags by the neighborhood racoons.
