Do diesels smoke more as they age?

Diesels shouldn't really smoke much more with age. A good tuned diesel will hardly smoke at all. Black smoke can be caused by a restricted air filter or even a fuel filter as well.

The Freightliner tractors we have at work have so much emissions stuff on them, they barely let out a wisp on cold start. Most have 500-600K miles on them. Some have Mercedes diesels in them, most are Cummins I believe.

I drive a Freightliner with a Cummins. One of the best running trucks i have driven in a long time. And to the OP your trash truck's smoke is most likely due to poor maintenance. They don't take care of those trucks until they break.
