If so, was it designed to?

Obviously, water particles do not help combustion--probably retards it!

This thought occurred to me while driving on a particularly humid/foggy day. I wondered if one of the functions of the air filter was to kind of absorb some moisture from the air?

What do u think?

It's so little water it won't have any effect. Actually water injection has been used to boost power.

Humidity does cut power. Your engine needs air and fuel to run. If some of the air is replaced by water, your losing efficiency. It's minimal, but it happens.Your filter won't do a thing to prevent that.

In water injected engines, you are using forced induction. It raises the amount of fuel and air in the engine. The water usually is mixed with alcohol. It helps cool the fuel charge and the alcohol adds fuel.
