Guessing a buy here and pay here lot. They likely would not take cash for a car they expect to sell and repossess and resell.

As much as people love to overpay for used Hondas and Toyotas, I don't see a problem here.

A guy stopped us in the parking lot and offered him $38000 for the truck bad paint and all!

That's dumb, but someone will buy it. In a twisted way, I don't blame the dealer. A thing is worth whatever someone is willing to pay you for it.
Not unusual for a dealer to advertise a car for some multiple of its actual current value.
A twenty year old Accord for $11K does seem pretty laughable and I doubt that anyone would pay that.
Either a serious buyer makes a $4-5K offer and the car moves or the car sits until some poor fool comes along.

I remember shopping for cars with my son when he lived in Oak Harbor WA. We saw a Civic on a lot with over 200K miles on it for stupid money. I asked for a price out of curiosity, and laughed when I heard the price. The salesman replied "but it's a Honda." Which made me laugh more as I said to my son lets get out of here, this guy is stoned.
That was my favorite line when I sold cars.
They hit the proper place to advertise, someone who believes CL ads are the place to go for looking at cars and hopefully not too internet savvy.
