diagnose my problematic Toro Mower

I have a 5 year oil Toro "personal pace" walk behind mower. At the end of last season the blade was not spinning up properly when I pulled down the handle bar to make it start spinning. It would spin up but it struggled to and took some time to get spinning. Also it has a safety that stops the blade from spinning as soon as you let off the handle bar. The engine continues to run but the blade stops. That feature also stopped working properly. The blade disenguages from the engine but spins for a good 20 seconds before it finally comes to a stop.
I paid a repair shop $90 to fix her up . They said the belt was bad and the "blade break" was worn out. They fixed it and gave me the old parts back. Well my first time firing it up it is doing the same thing and is not fixed. The repair shop is over an hour away so I don't want to make the drive and want to try to fix it myself. Any ideas?
I may just dump it and get a new mower. They just don't hold up like they use to.
 
Im willing to bet the cable that works the blade clutch has stretched over 5 years and needs to Be adjusted.

Check for ways to adjust the cable that goes from the handle to the blade clutch.

I had that problem on one of my mowers so I just drilled a hole above the other and re-attached the cable.
