Castrol 5W-20 Blend verbiage – note the word, “Exceeds”.

SAE 5W-20: Exceeds Ford Specifications WSS-M2C153-H/WSS-M2C930-A and the service fill requirements for Ford, Honda and Chrysler vehicles where an SAE 5W-20 motor oil is specified. It also exceeds the most stringent fuel economy and fuel economy retention requirements of ILSAC GF-4. It provides a higher level of thermal stability, reduced harmful deposits and delivers superior wear protection and excellent cold weather performance. Meets API SM and ILSAC GF-4.

Castrol Syntec 5W-20 Syntec verbiage – note the word, “meet”.

SAE 5W-20: Castrol SYNTEC is the first major full synthetic oil brand to offer a 5W-20 that is specifically formulated to meet the needs of Ford, Chrysler and Honda 5W-20 service. SYNTEC 5W-20 provides excellent cold weather performance and exceeds the stringent performance, fuel economy and fuel economy retention requirements of the ILSAC GF-4 specification. I am surprised that Castrol’s blend “exceeds” Ford specifications while the Synthetic only “meets” the specification. However, the blend “meets” SM and GF4 while the synthetic exceeds SM and GF4.
 
Since the Ford WSS-M2C930-A and Ford WSS-M2C153-H specifications include a couple of wear measurements, it'd be quite a feat to just meet them. Same thing with the SM/GF-4 specifications.

As already mentioned, it's likely just a different play on words.
