IIRC, the EU specification for gasoline currently permits up to a 5% ethanol content. In France they permit up to a 10% concentration, like we do in the U.S. market. Sweden uses up to 15% in standard gasoline, as they are pushing the use of bio-fuels much more heavily. In fact, the Swedes are the leaders in the adoption of E85.
The EU-wide implementation of an ethanol mandate isn't due until 2012, IIRC. I'll see if I can confirm that...
