car hit in lot, insurance question.

I just looked at the link but can't tell by the pic if it bent the metal. Looks to me like you could make the scrape a lot less noticeable with coarse rubbing compound followed by polishing compound. A lot of times what appears to be scratched paint is actually the other guy's paint. Rubbing compound in that case would remove the other guy's paint.

Yep -- if it's a vehicle that hit you, it will fall under your "Collision" (even if you weren't moving). If it was an object that hit your vehicle, it would be "Comprehensive". Like cousincletus said, if you only have a scratch (not dent), I would try fixing it yourself. If it's down to the bare metal, it should get repainted.

The fender is plastic, and yes it's down to the bare plastic. You may be able to buff some of it out, but not the big nasty scrape. I want it fixed right, our deductible is $500. Anyone think it will come out to be less then that?

TK:

The only way it will cost you less than $500 is if the paint job is less than that, and the ins co has paid zero.

This is a longshot, but if there's a practical way to get word out that you'd pay, say a $250 reward for info identifying the perp, you might get lucky. If you go this route, just word it carefully so you don't pay until the perp pays. We're not talking about catching Ted Bundy here; a little reward money might break things loose (when that "couldn't care less" type who saw what happened realized he might get free beer for a month... You'd come out $250 ahead of where you are now.

Here's an update on the car. I went to two body shops. The first, which we've brought it to before for glass, gave me a quote for $95. 55 for a new fender trim piece and 40 to "buff it out". he said that it did not scratch through the paint. The second, a mom and pop operation, quoted me $300. He says it would need paint. Which do I believe? It seems like the scratch part is through the paint, but I don't know.

I got bent forwards when I had a bonehead with a lifted truck crunch my then 2 year old car and take off. I know the vehicle it was because it was in a small parking lot.
