Boat engine - another rusty pulley

I really need to start using my boat. But found one more thing to deal with. #16 in the diagram is pretty rusty and a wire brushing with what I had with me did not get it smooth. I see a little black powder in the bilge that indicates to me the rust is basically sanding down the belt.

I thought I could buy just the pulley that fits the circulation pump hub but that's not how it's shown in the parts diagram. And there is no part number shown for the circulation pump.

Thinking of taking off what I think is the circulation pump pulley and soaking in EvapoRust for a day. Or bring a different wire brush and do it on the boat.

Maybe the long term solution is to bring there pulleys in the fall to a place that powder coats.

Since it touches the flat side of the belt, do you think paint would hold up at all? After sanding and proper prep of course. Otherwise powder coating seems like a good idea.

It does not feel very smooth to the touch. So obviously some minor pitting. Sanding away minor pitting would be a lot of work. Not sure there is a lot I can do with just sanding and paint.

Powder coating with do some kind of sand or media blast and then I am hoping the powder coating would be thicker than prime and paint.

Maybe powder coating is not thick enough either and time for new pulley.

The position of #16 would be the engine water pump. Removing it for media blasting and paint is the only way to take care of it.
 
Here is how the pulley looks. New VP pulley is a little over $200. I could buy a cheap media blast cabinet for less.

So my question is with a media blast of some type and paint or powder coating will this be smooth.

When I have time, the PS pulley is next. I wonder why some pulleys on the engine rust and some don't. The idler and alternator and raw water pump pulley are not rusting but PS pulley and circulating pump pulleys are rusting.
