Depends if the IPhone is locked to a certain carrier.

If it can be used on ATT network, H2O Wireless is the cheapest of $10 for 3 months for hardly used/emergency phone.
It charges 5c per text and 5c per minute.
 
20bucks for a phone isnt too bad since you are locked onto verizon.

That is actually not that bad for verizon pricing.

You should be able to disable mobile data at your account level for that phone if needed.

Congress passed a federal law requiring that phone companies unlock the phone if you ask them to. They will drag their feet and don't go into an actual store, just a waste of time. Better to call or do instant messaging with Verizon customer service.

So $15/mo would be acceptable but $20/mo is not to keep track of your 11 year old daughter?

Maybe one less Starbucks or fast food lunch or whatever a month, go Verizon and move along?

Verizon doesn't lock their LTE phones in the first place. If it's a Verizon iPhone 5s it will work on a GSM carrier as it is. It may not have the band compatibility necessary for the fastest data speed the carrier offers, but it will call and text and get a little data.

The phone was my wife's former Verizon iPhone 5 she had since 2012 and wife's first smartphone.

No plans moving off Verizon as employer pays $80 of my bill and service is incredible. We are cheap....

If she can SMS (text) it's perfect use case.

I think you are out of luck. Please follow up, it would be great to know if you find a CDMA plan to work with an Iphone for less then $20 a month with no catches, actual payment.

Cricket (ATT) wireless has a plan, unlimited text, data, talk, never a surcharge, $30 a month, actual payment. But you have a CDMA phone (sprint/Verizon) and not compatible with ATT GSM network, then again, the phones are free.
Its early morning, just rambling. I know you think $20 is to much, just would like to know if you find someone with CDMA access that will work with your phone for less then $20 a month.

T-Mobile prepaid. $3/mo and includes 30 minutes or 30 texts. $.10/min or text after that.
