Bit hardness?

Obviously this ties directly into my recent post looking for hex drivers. What is considered optimum hardness for driver bits? Specifically non-impact. Seems the most reputable companies are still using CR-V steels while a lot of the chinesium options are advertised as S2 in the 60-62hrc range. At least one USA made option is listing its cr-v in the 52-56 range.. seems like a bit gap.
 
I can't cite any links right now but TTC (Torque Test Channel) gets into this on at least a few of their hand tool tests
