Baltimore City, Maryland traffic camera

I now frequently travel in and around Baltimore, MD for work and pleasure. I so far only see one set of what I normally expect as traffic enforcement camera. They are located at one corner as traffic entering the city. They are inside protective box and located at the corners on pole. Most otehr corner have neither camera or just those looking more like traffic sensor like the ones in Virginia to traffic green lights. These are the ones looking more like cylinder shape and mount on the horizontal poles that also hang street signs. Oh, and there are several camera in the fish bowl shape looking more like CCTV cameras. I don't know or at least didn't think these are for traffic violation enforcement.

A quick search online indicates that Baltimore city has both speed and red light cameras on just about every corner but I can't seem to see them. Does anyone know how these cameras are used and implemented. In a city that often time experience heavy traffic, how are they used? Are they still follow the standard guideline of two photo; one of the car before the intersection line when the light is red and the second showing the vehicle inside the intersection. I ask this because often time I see vehicles entering the intersection while the lights are green only to be stopped short inside the intersection due to traffic jam and the lights turn yellow and red. In addition, it is often difficult to do complete stop at stop signs as crawling is required to get a better view of oncoming traffic.

Anyone help from locals of those familiar with the area is appreciated. I just can't see the cameras that I usally associate with traffic enforcement cameras. I see a lot of fish bowel cameras and traffic sensor cameras. Are they being used in function of others. I can't stand traffic cameras as they are rigged for profit.

I know they run them in the construction zone by 95/695 often.

Nearly all, if not all, speed and red light cameras are independently mounted on short polls. The overhead cameras mounted in conjunction with the traffic lights (on the cables) are for monitoring traffic flow, not enforcement.

This is exactly what I thought. The overhead cameras/sensors are for traffic monitoring and the fish bowl cameras are for surveillance in the case of crime solving or prevention (more of the former than later.) Therefore, it is puzzling because I can only see cameras at one intersection but the traffic camera enforcement database indicates that Baltimore, MD has those at just about every intersection of the city. They even have 1 set Stop sign cameras, which I don't even understand how that works as rolling stop is common in VA, MD, DC due to the fact that the line is located so far back, making it impossible to see on-coming/flowing traffic. Therefore, it is necessary to roll up to the sign, look both way carefully, and drive off.

For Baltimore, it is also necessary to accelerate fast to enter main roads. For most cities, it is usually common for drivers to start accelerating only to have to slam on the brake because pedestrians. With Stop sign cameras, that would be considered in-complete stop resulting in drivers ticketed.

Technically, you are supposed to stop at the painted line, and if you can't see traffic in either direction from there, pull forward for a better view only after you've already stopped at the line.

I only see one set of those as I enter the city. But the database indicates they are everywhere, even speed cameras too. WT H?

For example, on East Baltimore street near the Block and Inner Harbor along Pratt and Calvert, the database says they are almost on every corner but I don't see the above set. I don't even see but one or two of those traffic sensor and maybe 4 of those fishbowl cameras usually used for CCTV.
