Are these specs good for an air filter?

Accel Cool Blue air filters are advertised as tested at 99% efficiency and filter down to 2.8 micron. Is this good since I do not know the micron size of dirt we are trying to filter?
 
I guess the answer must don't know.

So picking an air filter must be a feel good thing or "look at dem pleats Martha"!
 
99% efficient at what micron and what dust loading? It isn't at 2.8micron I can tell you that much, certainly not initially.

And what percentage and loading for the 2.8 micron
 
It appears the filter council has no ratings for air filters like they have for oil filters. It looks like the manufactures can quote any figures they like. A quality filter I base 80% on how it looks ie number of pleats,seal and general reputation with other users. The remaining 20% is the reputation of the filter company. Wish there were standards but I don't believe there are any.
