Are all boron additives necessarily borate esters? I thought they were not, thus my question.

No. There are also borated dispersants and detergents. It’s frustrating because just seeing boron concentration in VOA/UOAs doesn’t indicate what molecules the boron is attached to. I forget which additives this applies to, but some are borated to make them more gentle (less aggressive).
