I can personaly attest to the Hankook Optimo H727, Pirelli P4's and now, the Cooper CS4 though, no winters but, I read decent winter reviews even if the reviews are mixed.

How good is the snow removal from your Hiwy Dept in OHIO?
How much snow are you getting in your area?
Do they use SALT?

I put the CS4 on my son's 2010 corolla. I live in western pa, so our snow is about the same unless you are in one of the lake effect pockets. They were great tires for the price. Good dry handling, good rain performance, and I thought very good snow performance for an all season tire. I would not hesitate to buy them again.

depends on where he is in ohio..

everything from 10lane interstates

to dirt trails they call state routes.

The tire rack tests show both the Procontact and the Optimo H727 doing better in the snow and ice than the Tripletread.

I live just south of Cleveland, so the winter is a real mix of all conditions with substantial periods of dry roads. Driving would be a mix of suburban/rural/interstate.

Are there any opinions about a XL tire on a standard load car? Such as severely increased rolling resistance operating at a standard load pressure?

Yes, not a significant difference, but directionally worse.
