They both meet the latest gasoline engine oil industry standards, however there are some OEM specifications that only one or the other was formulated for (refer to TDS). The Pennzoil Platinum High Mileage is generally recommended for older vehicles with more than 75,000 miles because of the additional seal conditioners that helps prevent/lessen leaks from older seals or gaskets. Seal conditioners are included in the additive package for both products. The Pennzoil Platinum High Mileage will have more of these seal conditioners than PEC making Pennzoil Platinum High Mileage the top choice for vehicles with over 75,000 mileage.
Where are you seeing 0W-3 mentioned?I can't say as whether increased wear protection over 0W-3 is good or not. I've never seen the wear data for a 0W-3.

I "think" you meant 0W30 as that is what is offered with there Pennzoil Maximum Power brand.I suspect it's a typo. It doesn't make much sense because I'm trying to figure out what it was supposed to be. I don't think it was supposed to be 5w30.
