3-in-1 multi-purpose oil on tires

Purely hypothetical here, but other than making your tires slick, would this oil have any other negative affects on a tire? Would you be able to use it as a tire conditioner (hypothetically speaking)?

As far as I can tell, its main component is naphthenic oil. My research tells me that naphthenic oil is widely used in rubber production, especially as a plasticizer in tires (especially winter tires).

That being said, rubber solvents are also naphtha based.

Can someone with a chemical engineering background or technical experience clarify for me?

Right! A traditional timing belt would degrade if oil got on it. A tire should be no different? Then again some newer cars have “wet” timing belts. Although based on how many Ford 3-cylinders have blown up due to chunks of that wet belt blocking the pickup tube I wouldn’t be so sure.
 
Well, this is what I'm aiming to solve.

Not all oils or rubbers are the same. I found it interesting that naphthenic oil is a major component of tire making. It's literally in the tire, if I'm understanding it correctly.
Well, crude oil is a major component of asphalt making, but if your car leaks oil, you know how much it softens the asphalt.
