2000 VW 1.8T - Rough Idle, Stalling and Limp Mode

Vehicle: 2000 Beetle 1.8T

Complaints:

1) Hard Start when cold, stalling
2) Vehicle won’t accelerate past 2500rpm when cold (sounds like it’s in limp mode), EPC and ASR lights are on
3) Vehicle operates normally when warm, but with a slight rough idle.

Notes:
1) After clearing faults, only the P1116 is active. However, I have not re-scanned the vehicle after a cold start.
2) Past service history indicates prior issue with throttle body after cleaning and multiple adaptations.

I think I need to re-scan the vehicle (after a cold start), replace the upstream oxygen sensor and check for bad grounds. What do you guys think?

Check the coolant temperature sensor. If it is defective, on many cars the engine will run in limp mode.
 
Most of those faults are probably erroneous, if I remember correctly a bad fuel pump relay or main relay will cause all of the open circuit faults. I would start there and see what comes back.
 
What value are you seeing in Engine Group 001 in place 2? That will be the CTS reading from the coolant, and what you describe sounds like it should be reading a real weird number when the engine is cold and it doesn't know what A/F ratio to run until it actually warms up. Common VAG issue from 1998 - 2006.

The updated CTS should be bright green instead of black or blue.

This is probably wrong. I didn't see all the codes you had from the scan tool. Even if it had a bad heater circuit it wouldn't cause all that.
