First you don't require a 40 wt oil.
Secondly, the only available OTC 0w30 is Mobil 1 Advanced Fuel Economy 0w30 and it offers no cold start advantage over any premium 5w30 for your climate.
Thirdly, you don't need a PAO based oil but if you want one I'd suggest either Amsoil 5w30 or 0W-30.
