Can a Honda A02 oil filter do two OCIs?

I thought Honda's reason was mostly environmental, less landfill with changing the filter half as often.
 
^^ 'If' dry starts was a 'significant' consideration, then one would think that Honda dealers wouldn't change the filter each time as SOP. And, changing it each time 'could' put the engine warranty at risk. It doesn't.

I think the environmental aspect would go hand in hand with the estimated lower cost of operation for the every other oci recommendation.

There really is no such thing as a dry start.
 
No such thing as dry starts? Is there another word for it i am not aware of?
Is it like a ghost?? There are some people that don't believe in them either..
