I have a buddy at work that made one, but he's a rather handy fellow. He took a stout steel cylinder (not sure what it was)and fitted it with an appropriate valve. He pumps down the cylinder to a relatively hard vacuum, using a real vacuum pump, and closes the valve. Then he moves the tank into place, connects a tube and inserts it into whatever he wants to drain and opens the valve. He says it works like a charm. But we are talking a steel vacuum vessel and a hard vacuum here.
