I never had, and don't believe I will ever buy a rental car. Use to rent cars alot. Saw what idiots try to do with them. One I remember was a Dodge New Yorker with about 800 miles on it. Apparently the guy try to do a duke of hazzard jump using one of the storm drains in LA. He came down so hard he lost 2 hub cabs, blew a tire, and really messed up the front end, and might have twisted the frame since no doors (unlocked) would open. He told the rental agency that someone stole the hub caps, had a flat, and the car since he picked it up didn't steer right...they did swap cars with him no problems. Why you might ask? It wasn't his and he always wanted to try that.

Drive by wire is not needed to implement a rev limiter in neutral/park to prevent abuse--older vehicles would just cut the fuel off. Same thing at redline, or at speeds exceeding 115MPH (on some cars).
