Go windows 10, get a solid state hard drive, and get 8GB of Ram you will like it just fine. Also, I know it may be nice to support a local company, but what is their track record? Will the doors be closed when you need help with this thing? I recommend buying a Dell business class desktop or laptop and buying a nice 3 year warranty with in house service. The people you talk to are not in India when you get the good warranty, they are mostly in Texas.
I agree with this post wholeheartedly. I have a similar situation in our enterprise and we will upgrade to W10 in Q4 2016. W7 is good, but W10 is better. I also agree on selecting Dell, we have 20,000+ PCs globally and Dell comes to us no matter where we are to repair the machines. We had HP in the past and they just could not provide the service that Dell does and Dell is usually cheaper.
