Will a Toyota dealer cut a key by the VIN?

Stopped by my Toyota dealer and the parts guy said it would be $3 for the plain metal key. He got the code from the VIN, but when he put the code in the machine, it wouldn't take it. Something about that metal key not being the original key for the truck. On to plan B.
Well, call me stupid for asking, but what about a non- "plain metal key"?
 
I was able to get the passenger door and rear hatch locks out. Using the original key and sticking it in, I can see one wafer is sticking out too much on both. When I press it down the key turns fine. I should be able to grind it down level with the others and the problem will be solved without needing a new key.

FWIW, Lexus was able to cut a key for a 15 year old LS400(at the time) with nothing more than proof of ownership and the VIN. Many aftermarket locksmiths, if you have the key code can decode that and cut a key based on it. The sucky part about Toyota is the key code is on a small metal plate with the original keys. On Lexus, the key code is on a credit card holder with the emergency skeleton key and immobilizer and many don’t take it out of the owner’s manual portfolio.

I would be more concerned with the “new” key not being able to work the worn wafers in the old lock but that didn’t seem like an issue.
 
Yikes, some dealers are straight up cutting keys with the VIN and not asking for proof of ownership? A lot of states, if not all, require proof of ownership to make a new key. If there isn’t a state law I would think manufacture franchise dealerships would require proof of ownership just to cover themselves.

I can understand a customer coming in with a key and wanting a duplicate copy. But someone walking in without a key asking for a copy? Highly suspect.

Try another dealer, I suspect the person operating the machine was just lazy and/or not properly trained. I've had aftermarket keys cut by the VIN at both Toyota and Honda dealerships with no problem. Also call around for pricing because the 4 Toyota dealers in town wanted from $10 to $27 to cut one key.

As mentioned, I didn't need a key after all, just fixed the locks.
