Wife needs a "new" passport

Long story short...she was born in Vietnam in '69. Mom is from Vietnam and Dad was in the Army. She has an old passport that expired in 1972, we still have it. However, her birth certificate is gone. Luckily, Oklahoma DPS accepted her old passport as proof of citizenship, but did so reluctently and told her to get this fixed ASAP. We do have a certified copy of her Vietnamese birth certificated notorized by the State of Oklahoma that was done here on Fort Sill. Wife has been in the US since 1972. So, I've been looking over the webpages on passports, but they all relate to expired passports and that the applicant was over 16 years of age, which she was not. Where do we start? From the beginning? But then the question of birth certificate will pop up. then what?
 
I thought about that too, but she's not an "illegal" if you will. Has SS number and all that.
 
What is the matter with a state certified BC? Can she not communicate back with Vietnam to try to get a real copy? She has no immigration and naturalization or other papers whatsoever? EVERYTHING is lost??!?
 
SS card will not work. What you need is either the old passport (US), naturalization certificate, birth certificate, or something similarly acceptable by USCIS. You mentioned that she had a US passport before, so that would means you only need to ask for a replacement as they have the records of all your previous paperwork.

I'm assuming she's a US Citizen born abroad due to her father being a US Citizen, unless dad was in a Vietnamese Army...

Which is interesting in itself. Born in '69 and already having an expired passport in '72? Were passport only valid a year or two in those days?
 
Apparently, with her father being a soldier. Worse comes to worse, she's married to me, a american citizen. Getting a BC out of Vietnam is next to impossible.
 
we ran into a similar situation. My wife was born in London. Her father was in the USAF. She entered the States as a kid on a kids pass port. Fast forward 30 yrs, Marina wants to get a passport. Even with a birth certificate , a marriage license and being a registered voter, they took her over the hurdles. Me, was a 6 wk slam dunk, hers took 3 visits to the Federal building in Boston
 
If you lost your birth certificate, you can pay a $150 fee to search the file and they will issue a passport after contacting the foreign country on your behalf.

The under 16 thing is not a big deal, it just means that she will be treated as a "first time" applicant and must apply in person. The old US passport, if undamaged, suffices as proof of citizenship. (See step 3 in the link) http://travel.state.gov/passport/get/first/first_830.html
 
That's about what I got from that site too. Appreciate the input fellows. I think the passport won't be a big deal since we have the old one. The BC thing, I don't know. But I'm wondering if in the future, wouldn't a passport be good enough for future stuff like drivers license and other important papers. I feel like we're back in Nazi Germany...."papers please." I mean if this whole immagration thing is about citizenship....wouldn't a valid passport suffice? I mean, how deep is this going to go? And then more seriously, if she gets a passport, does she really need a certified BC?
