Why are imported filters sealed?

I too noticed this when I received a few Purolator Tech filters, inside the box was a shrink wrapped filter. Made in China. I've got them stashed away as "back ups" in case of "supply chain" issues with Motorcraft/Ford.

You might say, there are other better filters out there. I bought these for $1.50/each.
 
I have seen them that way from Mexico also. All the ones I got like that had pre-lube on the gasket, and I had assumed it was to keep the lube fresh and clean. Anyone seen them on filters that don't have lube on the gasket?
 
There is a lot to be said for a oil filter with a prelubed gasket and cellophane seal. On top of that the baseplates are finished properly with no rough edges or burrs like what we have been seeing in certain brands.

There is a big difference between striving for quality versus “that’s good enough.”
