I'm actually wondering why the Chinese and whoever else take more care than our people do
I once ordered some freeze dried lemon slices from a Chinese marketplace. They came in bulk 500g bags.
Once of the reviews said the slices should be individually packaged. I was shocked until I discovered some sellers did individually pack every single lemon slice in a separate sealed plastic bag.
I think they don't care about single use plastics.

It is part of how respect and hospitality are ingrained in their society. Japan has had the custom of oshibori for a long time and that extended to their airlines. Now many airlines hand out hot towels before meals. Some are cheaper with the towelette. It’s not the same.
When you enter a Japanese ryokan (inn) you take your shoes off and are given slippers to roam around inside. Don’t be surprised if your shoes are cleaned inside and out when you get them to go back outside.
It’s the little things that make good impressions. The idea of the cellophane cover is to keep dirt and dust out of the filter but the surprise is that they already lubed the gasket. Another good impression.
I don't think the OP was commenting on whether foreign made filters were better or worse, but if there was a technical reason they put plastic on the filter and US manufacturers did not? At least that's how I read the question.
I think they are sealed so no dirt gets in them. Build quality is often good also.
Motoking commented on time that the substance seen in the new filters was an anti corrosive as they had found when sent overseas they tended to oxidize, so the shipping thing might not be that far off.
